 Not to sound too simplistic, but as soon as possible!
Some sites are almost "unbuildable," or they require such expensive building techniques as to make them so.
Houses on piers or with raised wood floors, for example, or sites that require very extensive grading should be approached with caution.
Today, because of local tree ordinances, heavily wooded sites can be a problem. It's also important to discuss access to the site, orientation, available utilities, and various "footprints" available for the project.
